Just read the article. Nowhere did Harper say that he was going to overhaul the immigration system, he said he will give provinces more power to deal with illegal refugees. There wansnt even any details on how.

Some people here are celebrating too early, the system isn't going to fundamentally change. Perhaps a few tweaks here and there, as harper intended to do in the first place before this boat fiasco.

Further, finding solutions to currently non-existing problems that may in the future become problems is called being pro-active, or in simpler terms, "planning ahead." Much better and about ten times cheaper than something called being reactive, which is the action of responding to a problem after it becomes a problem. Most, if not all, organasations fail miserably at being reactive, and usually produce sub-par results.
